Ihe system of keeping paid informers in Canton does not obtain at present. In August 1901 I was obliged to get 2 of the 4 Informers banished for promoting gambling in the Colony. The other two were banished after i went on leave. The
system is difficult to work owing to the low character of the sen employed. Eut something should be put in its place. I suggest em- picying Detectives to travel on the Steamers to and from Canton and kacao and an endeavour being made through the Consul-General
at Canton to engage a spy to keep the Folice informed of the move- ments of bad characters from Canton to the Colony. I had some conversation with Mr. Scott on the subject sore time ago and he promised to 100% for a man for me. Under the Folice Regulations
it is id down that the Detective Staff shall be under the manage
-ment of an Executive Officer.
Captain Lyons has charge of it now. But it
is obvious that owing to lack of knowledge of Chinese it is impos- sible for him properly to supervise it.
He caunct speak to the Detectives or communi-
cate with independent Chinese, who will give valuable information at tires to an Executive Officer privately and not through an Interpreter that they would not give to a Subordinate Folice Officer.
It is essential that an Officer with know- ledge of Chinese should be placed in charge of the Detective Staff without delay.
